2 pac was arguably best rapper next to biggie but imo tupacs songs were sometimes a little to political as biggies were about good times and the obvious struggle trying to make it on the streets, now i loooove tupac,so dont get me wrong, heres a few more.. Havok & Prodigy of Mobb Deep, Nas (for his classic 92 - 96 QB'S Finest songs), Jay-Z (ofcourse in the old days not the new), Scarface, Big L, Ghostface killah, Dr Dre, Snoop, killah preist, Shyheim, method man, Craig Mak, OJ Da Juiceman & RA Tha Ruggedman, Busta Rhymes, and this list could go on for a minit but il leave it there
Nas said "hip-hop is dead"... i agree
miss the good ol days
oh and hit em up was an awsome track "thats why i fucked yo bitch you fat mutha fucker"

obviously it comes down to personal choice. like chrisi, i cant see where ppl would think biggie is the best or even better than 2pac. but hey to each their own.
for me, its a combo of delivery, message, and beats. id vote for chuck d and 2pac because, conversely to seda, these guys rapped about more than good time or their struggles to be the numba 1 stunner from the streets. they talked the hardships of life in general or the social issues of their time which was cool in my mind. (and of course they had the standard party beats, smack beats, im better than you and lived a harder life beats, etc)
i do like the delivery of method and dre (although he is mostly a producer and not a rapper as he himself has said). snoop's flow is ridonkulous (one of the only music concerts, outside classical music, that ive been to). grandmaster flash, one of the originals. nas early stuff.
in the end, its a diff topics, like who is the best singer ever? =)
